Joel is International President of the International Propeller Club of the United States. He is also President of the consulting firm J. Whitehead & Associates in Mandeville, Louisiana. JWA consults with the maritime industry and maritime law firms, as well as companies that seek to do work or dicuss policy issues with the Department of Homeland Security and the U.S. Coast Guard. Prior to forming this company he was a Vice President in SRA International's National Security Sector. He retired in 2009 from the U.S. Coast Guard where served as the Commander of the Eighth Coast Guard District headquartered in New Orleans. There he was responsible for U.S. Coast Guard operations covering 26 states, more than 1,200 miles of coastline and 10,300 miles of inland waterways from Florida to Mexico and including the entire navigable lengths of the Mississippi, Ohio, Missouri, Illinois, and Tennessee River systems. During his tenure as District Commander he oversaw Coast Guard responses to Hurricanes IKE and GUSTAV, the Tintomara oil spill in New Orleans and the I-35 Mississippi River bridge collapse in Minnesota.
